INF2MCSV : INF,REF to M*.csv conversion program

Function
  Inputs a directory that contains Output of Metrec INF,REF files in its sub directories.
  Outputs M*.csv (R80 format) to a assigned directory.
  M*.csv (R80 format) can be inputted to UFOOrvitV2(V2.24 or later).

Cautions
  Input directory must contain results of only one station.
  All time data in input file is treaded as UT.
  Metrec is the program made by Sirko Molau. 
  INF2MCSV was made by SonotaCo in the activity of Meteor Orbit Determination Work Group (MODWG) of yahoo groups.
  V0.04 was tested on the sample data sets but is not guaranteed the general use on all outputs of Metrec.
  User should provide appropriate SystemID in conversion. IDs that have "W_" prefix is recommended for local usage.

Algorithms
   Beginning Time determination
      Take true begging frame time in INF frame data(10msec accuracy).
   Points selection methods
      L : use only one longest continuous frames that have "yes".
      Y : use all frames that have "yes".
      A : use all frames (the first and last frame are omitted when total frames is more than 5)
   Pole computation 
      Pure least square method using all frames that is defined by L/Y/A
   Determination of begin and end point
      L,Y : use first and last frame's value that was written in INF file.
      A : re-calculation by original compensation method using pole and time (same as UFOAnalyzerV2). 
   Values below are assumed as constant.
      Mag = 0.0 (do not believe the AMAG of U2*.csv)
      position measurement error = 0.05deg
      time error = 1.0sec
      magnitude measurement error = 1.0
      inout = unknown
